Meanwhile, here in Woodbridge, the day has ended with some requested edits to our Proposal document coming from the new town attorney -- and since we have time now, apparently, why not perfect this document before sending it on to Sound View, eh?
So the upshot is that after these changes are made, the Commission will take a look again and the final version of the Proposal will then formally go to the Selectmen to review and consider at a Special BOS Meeting that will be called for February 6th. (I believe that document will technically become public information when it is disseminated to the Selectmen in their meeting packet, so that's when I plan to post it here.)
We'll be taping that meeting, of course (it will precede a Joint BOS/BOF Budget meeting already scheduled for production, so no problem there), and I'll post that section as a YouTube clip, asap...

I found our inactive docket 05-04-09 on the DPUC database at last. The recent compliance filings by both Cablevision and Sound View can be found here:

The final decision for Area 9 was out on Jan. 10, by the way. Docket 05-04-10 is still on the active database...

The DPUC replied on Feb. 15, 2007:
"RE: Docket No. 05-04-09, Application of Cablevision of Southern Connecticut, L.P. for Franchise Renewal
Dear Mr. Clift:
The Department of Public Utility Control (Department) acknowledges receipt of the January 31, 2007 filing from Sound View Community Media, Inc. (Sound View), pursuant to Orders No. 2 and 3 of the Department’s November 22, 2006 Decision (Decision) in the above-cited proceeding. Order No. 2 required Sound View to file a report indicating if mutually acceptable programming scheduling policies with affected municipalities had been negotiated. Order No. 3 required Sound View to file for the Department’s approval a draft grant application to be used in the municipal grant program described in the Decision.
Regarding Order No. 2, Sound View states that it has made progress towards negotiating scheduling policies, but that the negotiations have not concluded. Sound View anticipates that mutually acceptable scheduling policies can be negotiated by February 28, 2007, and requests that the Department allow additional time for the participants to continue their negotiations. Sound View proposes to file an additional progress report on or about March 5, 2007. Pursuant to Order No. 3, Sound View filed a draft application form to be used when eligible municipalities apply for community access grant funds as described in the Decision.
The Department finds that the draft municipal grant application is acceptable.
The Department hereby denies Sound View’s request that it be allowed additional time to negotiate mutually acceptable programming scheduling policies with the municipalities. While it appears that there have been telephone communications between Sound View and the City of Milford, no bona fide negotiating sessions had taken place by the end of January 2007. The Department understands that since the November 22, 2006 Decision in the subject proceeding there have been major holidays. However, it was anticipated that Sound View and the City of Milford would have been further along in their negotiations by this time.
A member of the Department staff will contact the affected parties to schedule an Alternative Dispute Resolution (ADR) session at the Department’s New Britain offices. Prior to the first ADR session, the Department may direct the parties to respond to a limited number of information requests to facilitate the negotiations and mediation.
